Is it safe to put vicks vaporub on a 14 month old's chest?

He's congested but not coughing so I thought it might help with the congestion in his nose. The tub says, under 2 consult a dr. The dr's office is now closed. I was thinking maybe I should I just wait to be on the safe side.
