Where in the bible does it say that God made a covenant with any people other than Israel?

People like to make a lot of statements like "We don't have to do that because it is under the old covenant with the Jews". They talk as if God cast away his priest and said for us to do something new. So I ask, Where in the bible are the scriptures that will validate a new covenant with another people(especially Gentiles)?
